UPT SEKDILU
The Junior Diplomatic School (Sekdilu) is a training program for Junior Diplomats. Sekdilu Training is strategic because at this stage of training, participants are comprehensively equipped with the knowledge, skills, and attitudes related to their roles as diplomats of Indonesia. In addition, participants are also introduced to the mindset and the action of a diplomat based on the rules of national law, international law, and norms widely accepted by the global community. Sekdilu Training is also expected to form Junior Diplomat, who comprehend the values of the Ministry of Foreign Affairs which are Professionalism, Integrity, Benefit, Proactiveness, Innovation, and National Values (PIMPIN).
Requirements
Ministry of Foreign Affairs Civil Servant Candidate who has completed basic Civil Servant Candidate (CPNS) Level III training. The candidate will fill the Diplomat position.
Training Durations
The training duration is from 720 (seven hundred and twenty) lesson time to 864 (eight hundred and sixty four) hours of lessons with a duration of 24 weeks or six months.
Training Objectives or Goal
The purpose of Sekdilu Training is to form Civil Servants of Ministry of Foreign Affairs who achieve the Competency Standards as a prerequisite for being assigned for the first time as Junior Diplomat. Sekdilu Training are also expected to form Junior Diplomat who understand the values of Ministry of Foreign Affairs, which are Professionalism, Integrity, Benefit, Proactiveness, Innovation, and National Values (PIMPIN).
Learning Methods
Adult Learning
The Junior Diplomatic School Batch 43 implements an adult learning system that prioritizes the role and active participation of participants and teaches applicative material. Sekdilu Training applies an adult learning approach with the following characteristics:
Goal oriented or result oriented is the readiness of participants to implement their duties and functions as Junior Diplomat at the Ministry of Foreign Affairs and Missions of the Republic of Indonesia abroad.
Practical or teaching aspects that can be directly applied in the work environment.
Relevant or teaching material that is appropriate to the field of work as a diplomat.
Self-directed or providing opportunities for participants to actively participate in the learning process.
Task-oriented or teaching aspects related to duties and functions as the Junior Diplomat.
Experience or making the experience as one of the learning material elements.
Online and face-to-face learning
During the COVID-19 pandemic, most of the learning process will be conducted in a hybrid mode, both online and offline, harnessing Information and Communication Technology, utilizing Learning Management System (LMS) platform developed by the Center for Education and Training (Pusdiklat), and Center for Information and Communication Technology (Pustik-KP). Furthermore, individual and group assignments will be submitted paperlessly in digital format through LMS or email. This method will be used for most modules that focus on transferring knowledge and skills.
The learning methods for behavioral guidance, which includes activities such as building group morale (jiwa korsa), leadership training, team building and discipline, as well as several modules on substantive knowledge and skills that require practical experiences, such as trial and negotiation simulations, working visit to ASEAN Secretariat, Kompas TV, Consular Office, West Java Governor's Office, SOEs, Coffee Academy, and table manners practice, it is expected to be held face-to-face in small groups, considering the COVID-19 pandemic situation and applying strict health procedures.
Harnessing Multimedia and Social Media
Participant will also be tasked with creating multimedia content and Social Media, and play an active role in supporting the dissemination of information perpetrated by Ministry of Foreign Affairs, especially The Junior Diplomatic and Center for Education and Training
Interactive Learning: Individual, Group, and Class
The participants will perform interactive learning activities individually, in groups, and in classes. The interactive learning process is expected to familiarize participants with:
- critical thinking,
- collecting information and compiling the right questions (fact-finding)
- mapping various issues, perspectives, and identifying the relevant stakeholders (stakeholders mapping), and
- processing or summarizing, and presenting the information effectively (synthesizing information)
Individual Learning
To enhance the effectiveness and efficiency of learning time, participants will be provided with reading materials or multimedia related to the training material for several modules, enabling them to study independently and prepare critical questions in advance.
In a synchronous learning system (offline or online), the speaker will present learning material followed by interactive Q&A sessions, case studies, or quizzes.
During presentation sessions, participants are required to ask questions or make comments, as well as take notes and compile individual reports in the official document format applicable at the Ministry of Foreign Affairs, to be submitted by the specified deadlines as part of the assessment.
Group Learning
Group learning is expected to train participants to recognize the dynamics of working in groups and apply shared leadership - or an organizational procedure where each group member takes the initiative to implement and complete certain responsibilities by communicating and coordinating with each other, thereby the assigned group tasks can be completed properly. Group activities may include discussions, preparation of presentations or assignments, and implementation of group presentations.
Class Interaction
In some subjects, class discussions will be implemented through discussion boards, where participants can ask, answer and discuss topics presented by the speaker or Training Organizer. Questions can be registered on the Discussion Board and then submitted to the speaker prior to synchronous learning.
Group will be assigned for one week to be responsible for managing the learning activities in the classroom. Each Persons-in-Charge (PIC) in the group will take turns moderating the learning sessions and preparing daily training reports. Through the assignment as PIC, each participant is expected to learn aspects of the implementation of duties and responsibilities, leadership, teamwork, and accountability in the implementation of tasks.
For online classes, class attendance will be conducted online using e-form and timestamp. Attendance will be opened 30 minutes before the class session. When entering the virtual classroom, participants are also being asked to write their attendance in the chat zoom feature.
For offline classes, class attendance will be conducted by signing out the absence sheet. The attendance will be opened 30 minutes before the class session. For classes that will conduct hybrid offline classes, participants will have to physically sign out the attendance sheet in class. UPT Sekdilu will determine later whether the learning will be attended together in the classroom with resource persons who attend online, or participants can participate online learning through their devices.
